Stone pavements and staircases share the same weakness: the mud joints. The main concern is to protect the joints so that, should they melt away, the stones are not dislodged. See examples of this in the Tupkish Palace AP and in the Temple Terrace (BT), in particular the monumental staircase as well as the later western staircase, and the top of the revetment wall.
